Police Officer Throws Guy Down Violently On Pavement With O Uchi Gari

In this video, a police officer throws a man down violently with an o uchi gari judo throw.

We’re not sure what the guy did to warrant such aggressive force. He looks pretty calm and unthreatening in the video, but because there is music playing over the video, we don’t know if he said something threatening. We also don’t know the context of the video.

Did the police officer handle this situation correctly, or is this another case of excessive force?
